to discover means to simply be aware of, that doesn't mean you can implement it.

For all those who don't know the only way to cure cancer is to genetically modify our own cells and DNA(you all have just discovered the cure for cancer). this will, essentially, not be implemented until a few centuries after the finality of the project for it.
